What is the best method to create logic for an NPC character?

Hello everyone! Currently, I'm working on the logic for an NPC character, which has a few movements: go up, go down, shoot, and crouch. Can someone with experience guide me on the best method to create a stable logic? Currently, I'm implementing it with random decisions, but sometimes it fails or becomes repetitive.
