Not letting me target objects to become limbs in puppet?

For some unknown reason, I cannot target objects under the thighs to become proper limbs of the puppet in the puppet’s tweak menu. After when I try to target objects under the thighs, the select buttons stays greyed and nothing seemingly changes. Am I missing something here?
