Difference between disabling controls and power off controller

Hello,
so far when I wanted to stop player controlling the character I turned the controller off. Now I find out there is the "disable controls" input on the controller. Im just curious - what is the difference in these two methods? Or are they bsically exactly the same?

  I believe powering off the controller will kick the player out of possessing that controller sensor. Whereas disabling controls will just stop any output from it and leave them possessing it.

  I believe turning off a controller sensor will boot the player out that is possessing it. Disabling controls will leave them in there, but turn off any output.
