Make paint have collision

I want to give a puppet hair with physics, but the hair just clips through the head. Is there a way to give paint collision?

  Paint cannot have collision; only sculpts can have collision. So you can fake it by having a series of connected sculpts that are set to invisible, then connect the hair to those sculpts. You can even connect the "end" of a painting to a particular sculpt so it warps along that line.
