How do I: Directly set position or rotation? With working velocity?

I thought I could simply set a Piston or Motor bolt's position but can't figure it out.

I tried:

1. Using a constantly changing teleporter but this outputs no velocity.

2. Setting the Min and Max value of the piston at once. This gave out a glitchy velocity but moved the Piston's position.

My goal is to set a position of a block from -5 to 5 in 1 dimension and be able to get its velocity accurately. Like using the values from a signal generator to set position - the velocity would be the frequency of the signal. Is there a good way to do this?

  I'm going to try using the key frame method next. Seems like key frame can output velocity. I'm not sure if the signal will get warped.
