I wanted to display paint splats around the camera's viewable edge as you get shot.

My splat just stayed in place while the camera moved.

I tried using the emitter instead to achieve effect which worked a little better but lags behind movement.

I tried grouping various combinations with no joy.

Confused somewhat.

I have a sculpt with a microchip attached to it that has logic for movement and the camera.

The painting is positioned in front of the camera's view.

  If it's using that camera, it should work just fine. Are you sure it's not popping out and using the puppet's camera? Wire a signal into the camera's power to ensure it's locked in.
  
  Do you see the paint splats at all? Do they keep up with the camera but get fuzzy at the edges?
