Can't release as private directly?

Can I only release my level publicly first and then turn it private or can I release as private from the start?

  From what I’ve seen it looks like you release it as ‘private’ which means people can only play it. Then from there there’s an option to turn it to ‘hidden’ in the settings button at the top right of the published dream :) no way as far as I can tell to release it initially as hidden as the option only shows up once it’s been published

  “Public” is searchable, playable, and remixable.
  “Private” is not searchable, is playable, is not remixable.
  Making something “hidden” makes it private.
  
  It seems you cannot release elements privately, because what’s the point of releasing it if no one is allowed to use it anyway? Whereas actual scenes and levels, etc. can be released privately.
