How can I make fluid movements for creatures tails or necks that are like dragons or dinosaurs

Is there a way to make fluid movements for sculpts ie tails or necks for creatures like dragons, dinosaurs or anything that requires a fluid movement in order to animate ?? Or is there a tool that can do this?

  Haven’t done this, but I think timelines w/key frames and blend in between the frames, is the way you want to go.
