Decouple amplitude from frequency for fleck effects

At present each fleck effect has one slider that controls both the amplitude and the frequency of the effect. So if I want a slowly animating effect with a large amplitude, it can't be done. But it would be possible if each fleck effect had another slider to control the amplitude and the original slider only controlled the frequency.

  Ah yeah, I came across this way back when. Seems everything is tied to everything else, and there's a minimum speed for Boil at least. Quite confusing when I was trying to figure out how each worked. XD
