He likely was scoping in, but with less visual feedback. In your Preferences, if you set your Visual Feedback to Minimal, the game will no longer gray out everything but the scoped portion.

The Quick Edit buttons are like single keyframes. When you click one, you can edit the pose for that state. The Deluxe Puppet comes with preprogrammed animations but the Basic Puppet does not.
