    Hi there!

I imagine you're talking about the Health Modifier? Just you hadn't said in your original post :)
Firstly I just want to mention we do have a tutorial that covers the health modifiers which can potentially help you out!

There's a couple of things that you might be experiencing from reading your explanation.

Do you have a visual signifier from your character if they're getting damaged, it might be handy to set one up so you can get some feedback while testing - set up a glow on your character’s sculpt on a keyframe and wire it into currently loosing health on their health manager, or you could use a light as a quicker test case that powers on when your character is currently loosing health, or even a number displayer that displays the character's current health!
The debugging opportunities are endless :).

You could also tweak your character's health manager so you have the tweak menu open and play it in test mode (found in the modes menu) and watch the health manager to see if the health depletes. It might be that the cooldown time on your character's health manager might be quite high so it seems like they aren't getting hurt.
As continuous will spread the damage modification over time so it’ll be hurting your character smaller amounts.

Also on your last point, paint doesn't have collision so there's no way for the health modifier to work as an impact if it's snapped to paint. For this scenario you could have the health modifier set to zone and have an area that encompasses the flames.

I hope this helps, please let me know if you still have problems with it :)

    Thanks,
    Cat
