How do I create an object that rotates only on the X and Y axis?

I want to create a turret that spins 360 degrees on the X and Y axis with the right stick

I've tried using advanced rotator, but the dampening doesn't seem to work.

I've tried using rotators for each axis, but I get movement in Z axis when the spinning and looking up.

All above methods also invert controls, so pushing up goes down and vice versa. So confused about this, ready didn't think this would be so hard
