Change tweaks in an group for all elements/groups inside that group
At the moment it is not possible to tweak an element properties if you're not scoped in precisely in the element's group level.
This can be a problem with complex sculpters made up of many grouped elements, and groups inside other groups.
In this case, if you'd like to change a tweak for many or all elements, you must scope in each single nested group, and then change the tweak on every single element (you're lucky if you can double-X on certain grouping levels, but it's still an unconvenient way of working).
The solution is theoretically simple: make all tweaks accessible from every level in the grouping hierarchy, even the top one. If you change a setting, an option should ask "Do you want to apply this change also to all nested elements?".
This would make thinkering with complex grouped sculptures way faster and easier.

This is how some Microsoft products work. It backs up the thought process and is designed to save clicks. Works, mostly.

I agree on the problem, but not necessarily the solution. (If I've misunderstood the idea, please correct me.)
If hovering over a sculpt that is inside a group would open the sculpt's tweak menu, you could never tweak the group right? And if it was a sculpt inside a group inside a group, you couldn't get to either of those group layers. You wouldn't be able to tweak a puppet (very easily).
Or if it opened all tweak menus for all objects in the path so that you could tweak those group layers, it would be hard to tell the different group layers apart and it could be overwhelming if you get 10 group tweaks opening at the same time filling the screen because there are many layers.
I didn't understand the "apply to nested objects," as I can't figure out how that would help with the initial example of a sculpt inside a group. If you'd tweak the group, you have a group tweak menu with no sculpt options. So in that case applying that to nested objects wouldn't help?
I'm struggling to understand how the idea could work well. (Again, maybe I didn't understand your idea.)
What could work is something similar to the physics heatmap, where you can tweak any sculpt you see regardless of grouping. They call this "leaf-first" selection or something--meaning, instead of tweaking from the structure, it's always from the lowest-level object you're hovering over; the sculpt. If we could have a menu option for that (maybe in guides?) we could turn on such a feature at will. While on, we could then select and/or tweak basic objects freely, ignoring group hierarchy. (Maybe that's what you had in mind?)

Basically the theme here is to be able to edit tweaks (let's say, as an example, glow) for all elements inside a group.
If the group is just one layer, no problem: scope in, double-X to select all, then tweak.
If the group is multi-later, problem: you have to scope in every single individual group, then select the elements and tweak them. Depending on the grouping hyearchy, this could be not easy nor fast. Remember, you just want to add glow to many elements grouped together (albeit in many group layers).Your doubts from an UI standpoint are very justified and I'm honestly not sure what the correct course of action could be. Maybe a separate button on the right side of the screen (next to Group, Ungroup etc.) letting you switch between the regular "Group tweak panel" and the optional "Single element tweak panel", that would operate in bulk for all elements.

Something to note is that the style/coat tools apply to all objects inside a group that is being hovered over. So you can easily add glow to all sculpts in a group, even if they're nested etc.
