It wasnt the rotator in the microchip that was the issue - it was the possess recorder. I removed it from the microchip and attached that to the puppet and it now works.

I tried it out and it worked. I put a timer at 0.1 seconds and attached that to the counter so it would immediately power on the zone and made another zone that reset the counter. Worked fine.
