Is it impossible to save a game as VR compatible if you dont have VR?

I added a VR camera tracker gadget to my Non VR scene. However I could not set the VR compatibility because it said VR was not supported in the scene. Is it only possible to set the VR preference to compatible if you have a VR headset?

    there is an option where you can set a dream to “not sure” I did this for my dream and people played it in VR and apparently labeled it themselves

    I don’t own a VR but I guess the people that played it labeled it VR compatible
