Does anyone know how to achieve this line effect on the puppet?

At around two minutes the sculptor replaces the limbs of the puppet with a line effect. How would I recreate this?

Use paint mode to paint strokes onto the body parts and tweak them to have glow.

Then, to get rid of the original sculpts, first grab the paint and scope in to the limb. Then delete the limb sculpt (or set it to be invisible). The lines will now move and behave like the original limbs did.
