how do i make a portal that works both ways that is also wireless and can have its location be changed?

i need a portal that can work both ways with no auto portal looping.
it needs to be wireless.

basically its a teleport block that can work both ways and the player can pick it up and place it down somewhere else but also it needs to not interfer with other teleport blocks unless they are connected

then i have a few critters that wonder around if they get into this teleport block then it would teleport to the correct teleport block that its link to.

if anyone played LBP3 that game had teleporters that do all this but how do i make exactly that?
