How do I make a first person puppets hand follow where I'm looking

I asked this once already but I guess it didn't make much sense.

I understand the question but......I have no idea how to do that. My best try for something like this is on my "Remix of Elf with Flashlight". I have the elf's arm propped up when the flashlight is on, but it's not perfect.

Also it's in third person so I don't know how that would differ from first person view.
