Input/Output nodes not in a chip should show the name as a tooltip when hovering over the gadget

Right now it only appears when hovering over the i/o nubs on the gadget, something newcomers to Dreams probably won't thinking of trying. So often people won't understand what that node is for unless they scope in and hover over it... which sort of defeats the purpose of the way input/output nodes are shown even when inside a group.

This feature would make it easier to use these nodes, and easier for people using an asset to quickly understand how they can connect it to other things.
