"Ignore Lighting" setting on sculpts and painting
Certain more graphic art styles often use things like glow to create objects that look flat-shaded with no lighting applied. It can be difficult to get this looking good, and some colours can be extremely hard to get because of how glow affects the look of an object.
Simply have an explicit "ignore lighting" switch on objects would allow these art styles to be easily accessible for anyone to use, without subtle knowledge about the rendering system, or getting frustrated by hard-to-reach colours while glow is turned up.

This would also be very useful for UI in head trackers. Right now, UI can go into and out of shadow as the player runs around, which makes it very not-UI-like.

I think it would also be pretty cool to straight out have a option to edit lighting in Dreams all together. maybe a lighting gadget.

I'm not sure what you mean... we have the sun & sky, and light gadgets. What would the "lighting" gadget do?
