Intro edit-mode tutorial shouldn't block people from making collections

If a new player has no interest in edit mode, they shouldn't be forced to learn how to use edit mode. If they want to make collections of games etc. they find, they should be allowed to do so.

Currently "My Creations" and therefore creating any creation--even a collection--is blocked until they play the edit-mode tutorial. Which is quite confusing for people if they don't want to use edit mode anyway, and are looking everywhere for how to make a collection. Any answers they find will be incorrect, because they actually first need to complete the intro edit-mode tutorial.

This change would make it easier for newcomers to figure out how to make collections, and allow more curators to start where they want to start.
