Making an object stick to another

Trying to drop blocks onto a see saw, but make them stay in place when they land.
Kind of a play on tetris with nine columns and 1 of 4 random blocks being dropped via a movable emitter which follows 9 tags to each of the 9 columns.

Probably obvious, but I can't figure it.
