How do i ragdoll parts of character's outfit?

Try increasing squashiness or whatever it's called in the sculpt's setting. And make it affected by gravity. Not yet sure if it'll help but eh, worth a try.

There's another way to achieve this though, by using paint mode instead of sculpt mode. Use some solid looking fleck and draw your chain with a pencil or a brush tool. You can copy/paste pieces just like in sculpt mode. When you're done, hover over the whole chain as a single object with you imp and press L1+square. You'll have all kinds of properties to play with there. You can make it soft, so that it will bend like a piece if fabric when your character moves.

If anyone knows better solutions to simulate such effects - PLEASE share them here. It's very useful knowledge.

And don't forget to "zoom into" the right body part you want your chain to be attached to, by hovering over said body part and pressing L1+X (maybe several times) until it becomes the only not-greyed-out part of your character. Then start painting.

Hey thanks! I also gave every element a ball joint and with small amount of squashiness it works great. But only problem left is that when you jump or fall, the whole thing dissolves into a swarm of objects until you stop. Looks rather bad and I don't know how to raise tightness of it, tried every option possible ;(

Hm, actually you have a good point with ball joints. Why not just drop the whole squashiness alltogether and connect your chain pieces by joints. They should swing around just fine.
But you'll need to make every piece non-collidable.
