How do I...create a third person targeting system

This may be too complicated but here's my question:

I'm trying to create a third person targeting system where the camera is fixed behind the character and you can cycle select a target by using the right stick. Right now I have a laser pointer attached to a puppets chest targeting tags, but I don't want to the puppet to rotate with the laser pointer...Any tips would be greatly appreciated.
