You can't change the way stuff is rendered so no, you can't get 'true' cel shading. There are techniques for making stuff look kinda cel-shaded-y. See for example: https://www.youtube.com/watch?v=H...

Probably yes. But it would run at best over 30 times slower than a real C64 and you might not be able to provide a full 64K of memory.
