how do i make a camera fade from one to the other?

how do i make it so that one camera angle changes to another only if the player is moving? and only the closest camera will get more angel than the other camera, like if you stand in between 2 cameras then its 50/50 but if its 30/70 then the screen will lean more to the 70 camera.

  Try using just one camera attached to a piston and control that instead?
