How do I make my puppet shorter without making it look like flying?

I want to make a tiny puppet, like a dwarf. But if I decrease the puppet's size it will look like it's flying. How do I change it? Do I have to make a new animation?

  Have you tried using the Stretch tool in the palette? It will let you reproportion your puppet if you tunnel into it.

  Are you trying to change size inside or outside of puppet controller? Changing size outside sould not do that. The purple ground on the puppet controller would be where he’s feet sould be if changing inside.
