Unfortunately, you cannot merge multiple sculpts to become a single sculpt.You can put them together in a group, but you will still have to edit them separately in sculpt mode.- yann

Could you try a mover on the puppet in a upwards direction that's stronger than the force applier?

Saying that, I've gotten close by putting camera on the puppet microchip and manually framing it over the shoulder, but that doesn't allow the option to orbit around the character.
