Mature Creations outside of Dreams

Would users be able to use Dreams as a creation tool to make mature content for use outside of Dreams?   

Say i want to make an animated series, with mature content, but i did not publish it in Dreams.  Would Sony come after me for publishing it on YouTube or elsewhere? 

What if someone made a podcast or hosted a discussion and expressed opinions that Sony disagreed with, but again, not posted to Dreams?  

Is Dreams a real creation tool, or is it still at the whims of the Sony censors?   The new TOS seems to suggest the latter, which is disappointing.
