The fact is that at the beginning of any animations, right after disabling the procedural animation using keyframe, if you quickly let go left stick while turn around, a puppet will continue to spin in place like a whirligig. Even if I set speed, acceleration, and puppet turn speed to 0.
Q: what is the best way to solve this problem?
I usually use a keyframe that disables puppet's mobility for one frame when the animation starts. But this decision entails a number of other difficulties in certain situations. For example, when the doll is on mobile platforms.

puppet turn speed to 0 won't stop a puppet from being able to turn.
If you add a rotator with 0 turn speed but max dampening it should stop it turning.
You could activate the dampening for a frame to stop any current rotation if that's what you need. -
