How do I: Make a scaling health bar?
Can a variable change a scale in 1 dimension to make a heal bar? Could a key frame do something like that?

Yes, 2 key frames in a timeline will do this. Make sure you attach the percentage health to the play head of the timeline. Put the zero health key frame in the beginning of the timeline, and the max health key frame at the end.

Also dont forget to blend the 2 keyframes linearly.

In dreams, you can't really scale in one dimension; only uniformly. You can, however, set the start and end of a painted line, so that may be of some use?

bit late but you could do this with a text displayer. you don't need actual text, you just wanna use the text box. go to the text box settings and uncheck autofit. now you can scale the box however you want. use a timeline and two keyframes to blend between a long and a short bar. can also use this to change color depending on how full it is.
