Clamp value of slider so that it doesn’t start from 0?
How would you go about making an object where when you hold X it’s looseness goes to 100%, but if not then it’s at 60%?

One way to do this would be with a Keyframe.
First, set your object's looseness to 60% (or whatever you want the "base value" to be).
Then, stamp down a Keyframe from the Animation menu in the palette. While you're in Record Mode for the Keyframe, tweak your object, and set its looseness to 100%. Then stop recording using the button on the right hand side of the screen (or by using L1+Circle).
Now, whenever the keyframe activates, the object's looseness will go to 100%. Create a wire from the X button output of a Controller Sensor into the Keyframe's Power input and you should be all set :)
For a bit of a blend in and out, you could also try setting the Slow Power Up/Down tweaks on the keyframe.
