How do I rotate things within a puppet group?
Adding a rotator to a sculpt inside the puppet group causes it to stop tracking the rotation and movement of the puppet.

Yes, all Gadgets that move or rotate an object will un-parent the object from its group in order to move it independently.
If you want the object to be attached and move/rotate around something in it group you will need to use a joint/connector to attach them.
a common example of this use case is trying to make eyes within a head group. you want the eyes to use a Lookat rotator to make them look at things but doing so makes them not move/fall away from the head group.
You need to joint the head to each eye with a ball and socket and move the purple point on the ball and socket to the center of the eye. The eye will now follow the head and be able to rotate around from that connected point
