How do I use the output from a camera as a HUD element i.e. picture in picture, like having a "targeting cam"?

Im not sure if I understand the first question.

The second one is little bit tricky.
Because I would say it is not possible. This is not supported by the tools in the game.
But if LBP and some concept demos in Dreams taught me something it is "never say something is not possible."
So you will have to build something yourself and it will not be easy. I guess you will have to use lots of laser pointers (instead of the camera). Use them to read the color they hit. And then project this somehow on some panel of small pixel that will act as a screen.
If this will even work it will consume lot of thermo :-/

Hmm, I hadn't thought of that kind of approach. Interesting thanks.

I didn't take note of the video or anything but a few days back I had Youtube on in the background while I was doing something else and saw a little demo that had a minimap in the corner. It looked like a straight camera output from above the level but I could be wrong about that. Am sure it's possible somehow though.

There is no way of doing this with the tools. But you can fake it in a number of ways, as already mentioned and shown in that minimap.
