Any way to affect or predict whether a canvas window's title bar scales with camera distance?

Sometimes the title bar of a gadget's canvas window has a range of camera distances between which it scales to keep the text the same size.

Sometimes it doesn't.

Not knowing which of those behaviours you're going to get can lead to mistakes when arranging windows for photographing an expanded view of a creation's logic.

Is there anything that a creator can do to change a canvas window's title bar scaling behaviour?

Or is there any pattern to how Dreams chooses the behaviour?
