It turns out I was barking up the wrong tree - my issue was using the left stick/right stick outputs, not the left stick local/right stick local outputs. The more you know!

Use a signal manipulator - there's a setting called "toggle on pulse" or something similar, which will turn the output on or off each time it receives a signal.
