Try hovering over the puppet, hold L1 and press R1. This will zoom you to the puppet and should make your imp scale match.

In addition to what Catherine said, it's possible you're scoped in to the chest piece only.Try using L1+Circle to scope out and try to determine how far into the puppet you are scoped.
