Disable Head movement when Leaning

Is there a way to disable the head and neck movement if I use leaning? 

 

I want to keyframe the head with FK in a certain position and move it with body at the same time.

 

It somewhat works if I detach the neck and head bones from the body, but this creates some strange behaviour where on one puppet, the head kept spinning even if moveable was set to off, and on a different puppet it kinda worked, but there were situations where neck and head were stretched or inside the body (basically breaking the joint)

  Try making the back stiffness high?
